The Speaker: The question before the House is that the Bill be now read a third time and do pass. I call the Minister.

Casimir Tautmann (Minister of the Interior): I beg to move that the Bill be now read a third time and do pass. The Bill is a Bill about drains, roads and lamps, and I shall not dress it up. The towns need it. The Bill is in the hands of the House.

Lorenz Kessler (The Sudmark; The Continuity Party): Mr. Speaker, Sir, My constituents in The Sudmark wrote to me about the Bill, all 6 of them, and they were against it until they read it. The Continuity Party supports every measure that keeps the record whole and opposes every measure that does not. This one keeps it whole. The Bill says so in terms: Provides 80750 marka for works between Grautal and Sandfeld. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. My party will divide the House on the Bill. [Hear, hear, from the Ministerial benches.]

Lorenz Ziel (The Capital District; The Reed Party): Mr. Speaker, Sir, The Reed Party has read the Bill with the harvest in mind. The harvest is late this year and the causeways are under water in two districts. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. My constituents in The Capital District wrote to me about the Bill, all 7 of them, and they were against it until they read it. My party will divide the House on the Bill.

Ansel Nater (Norrfeld; The Reed Party): Mr. Speaker, I speak for the farms. A Bill that does not touch the farms is a Bill I can vote for with an easy mind; a Bill that does had better say so. The members for Norrfeld have met and are of one mind on the Bill, which does not happen often. An officer under the Act: the phrase appears in every Bill from the Interior and means a man with a book and a bicycle. The clause is short and I shall not read it. I shall vote against the Bill. [Shame.]

Aurel Hallin (The Osmoor; The Continuity Party): Sir, The Continuity Party supports every measure that keeps the record whole and opposes every measure that does not. This one keeps it whole. Drains, roads and lamps. The House will pass the Bill because the alternative is drains, roads and no lamps. My constituents in The Osmoor wrote to me about the Bill, all 8 of them, and they were against it until they read it. I support the Bill, with the reservation I have stated.

Aurel Brenn (Kesselhöh; The Continuity Party): Sir, I have read the Bill for what it does to the record, which is the only reading that matters, and it does nothing to the record. The people of Kesselhöh will ask what it costs them, and I should like to be able to tell them. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. I have the Bill before me and the House has it before it. I oppose the third reading.

The Minister replied briefly. The fee was as printed; the officer was as printed; the House had the Bill and could read it.

The question being put, a division was called for, and the members went to the lobbies.

The Speaker: The Ayes have it. The Bill is passed and will go to the Grand Chancellor for assent.
