The Speaker: The House will come to order. The Bill stands for its third reading. The Minister.

Casimir Tautmann (Minister of the Interior): I move the third reading. The Bill gives the towns a duty and an officer to carry it out. The Ministry of the Interior has the forms ready. I read the material clause to the House. Provides 48000 marka for works between Tarnmoor and Weinau. I ask the House to pass it.

Matthis Messer (The Capital District; The Assembly Union): Mr. Speaker, Sir, Every Bill of this kind adds a form, a fee and a clerk. The Assembly Union would like, once in a session, to pass a Bill that removes one. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. The members for The Capital District have met and are of one mind on the Bill, which does not happen often. I cannot vote for the Bill as it stands and I shall not. [The Line!]

Edvard Bohm (Westgau; The Assembly Union): Mr. Speaker, Sir, Every Bill of this kind adds a form, a fee and a clerk. The Assembly Union would like, once in a session, to pass a Bill that removes one. My constituents in Westgau wrote to me about the Bill, all 5 of them, and they were against it until they read it. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. The material provision is this: Provides 48000 marka for works between Tarnmoor and Weinau. I ask the House to note it. I shall vote against the Bill. [Shame.]

Ansel Wendl (The Ostrand; The Reed Party): Sir, My constituents in The Ostrand wrote to me about the Bill, all 4 of them, and they were against it until they read it. I speak for the farms. A Bill that does not touch the farms is a Bill I can vote for with an easy mind; a Bill that does had better say so. The material provision is this: Provides 48000 marka for works between Tarnmoor and Weinau. I ask the House to note it. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. I support the Bill, with the reservation I have stated. [Laughter.]

Jorn Kirbruch (The Ostrand; The Reed Party): Sir, The Reed Party has read the Bill with the harvest in mind. The harvest is late this year and the causeways are under water in two districts. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. In The Ostrand, which I have the honour to sit for, the Bill will be read at the market cross and understood by half. We shall divide the House. [Shame.]

Edvard Brenner (The Osmoor; The Reed Party): Sir, The land pays for everything in the end. The Reed Party will vote as the land would vote if it could. The members for The Osmoor have met and are of one mind on the Bill, which does not happen often. Drains, roads and lamps. The House will pass the Bill because the alternative is drains, roads and no lamps. The Bill says so in terms: Provides 48000 marka for works between Tarnmoor and Weinau. I support the Bill, with the reservation I have stated. [Laughter.]

The Minister thanked the House for a short debate and asked for a short division.

The question being put, a division was called for, and the members went to the lobbies.

The Speaker declared the Ayes to have it and the Bill was passed.
