The Speaker: The House will come to order. The Bill stands for its third reading. The Minister.

Magnus Brenn (Minister of Finance): I beg to move that the Bill be now read a third time and do pass. The Ministry of Finance has costed the Bill and the sum is in the estimates. The duty falls where the printed Bill says it falls. The Bill provides as follows. Sets the duty at 3 pfen in the marka. The Bill is in the hands of the House.

Rainer Brenn (The Capital District; The Reed Party): Sir, I speak for the farms. A Bill that does not touch the farms is a Bill I can vote for with an easy mind; a Bill that does had better say so. In The Capital District, which I have the honour to sit for, the Bill will be read at the market cross and understood by half. I should like the Minister to say what the yield will be, and I should like it in marka and not in percentages. The clause is short and I shall not read it. I support the Bill, with the reservation I have stated. [Hear, hear.]

Roderik Hallin (The Osmoor; The Continuity Party): Sir, Order and record. That is the whole of my party's programme and I do not apologise for its shortness. The Bill is a money Bill and a money Bill is a Bill about who goes without. In The Osmoor, which I have the honour to sit for, the Bill will be read at the market cross and understood by half. I cannot vote for the Bill as it stands and I shall not. [Laughter.]

Ottmar Ostrand (The Ostrand; The Assembly Union): Mr. Speaker, Every Bill of this kind adds a form, a fee and a clerk. The Assembly Union would like, once in a session, to pass a Bill that removes one. I sit for The Ostrand. The clerks there are few and the roads are long, and any officer the Bill appoints will spend a week finding the houses. The duty falls on the trade and the trade passes it on. The House knows this and votes for it every year. The material provision is this: Sets the duty at 3 pfen in the marka. I ask the House to note it. My party will divide the House on the Bill.

Hendrik Voss (Norrfeld; The Continuity Party): Mr. Speaker, Sir, The Bill is in order. The Clerk has entered it. The Ministry of Chronology has seen it. I do not see what more the House requires. The duty falls on the trade and the trade passes it on. The House knows this and votes for it every year. My constituents in Norrfeld wrote to me about the Bill, all 6 of them, and they were against it until they read it. I shall vote against the Bill. [Hear, hear.]

The Minister replied briefly. The fee was as printed; the officer was as printed; the House had the Bill and could read it.

The Speaker: The question is that the Bill be now read a third time and do pass. As many as are of that opinion say Aye. [Ayes.] Of the contrary, No. [Noes.] A division was claimed.

The Speaker declared the Ayes to have it and the Bill was passed.

The House adjourned shortly after noon.
