The Speaker: The Bill concerns the Line. The House will proceed in the customary manner, and I shall take no point of order that does not concern the Line.

Konrad Rusk (Minister of War): I beg to move that the Bill be now read a third time and do pass. The Bill is charged to the war estimates and the House will not expect me to say more than that. The printed Bill says it better than I can: Charged to the Annual War Appropriation. I ask the House to pass it.

Kurt Staffek (The Ostrand; The Reed Party): Mr. Speaker, The Reed Party has read the Bill with the harvest in mind. The harvest is late this year and the causeways are under water in two districts. The Ostrand has had a hard year. I say that not against the Bill but so that the Minister remembers it when the fees are fixed. On a Line measure I say what every member says: the Line holds, and the House holds with it. The Bill says so in terms: Charged to the Annual War Appropriation. I support the third reading. [Hear, hear.]

Hugo Brack (Norrfeld; The Assembly Union): Sir, I ask the House to consider the tradesman who will have to comply with this. He has not been consulted; he has been notified. The men on the planking will not read this debate. They will feel the Bill, or not feel it, and that is the only test. The people of Norrfeld will ask what it costs them, and I should like to be able to tell them. My party will vote for the Bill. [Laughter.]

Ludwig Tickel (The Capital District; The Reed Party): Sir, The members for the reed districts will ask, as they always ask, what the Bill means for the harvest and the causeways. The Capital District has had a hard year. I say that not against the Bill but so that the Minister remembers it when the fees are fixed. On a Line measure I say what every member says: the Line holds, and the House holds with it. I have the Bill before me and the House has it before it. I support the third reading. [Hear, hear.]

Sigmund Teltnur (The Ostrand; The Reed Party): Mr. Speaker, In The Ostrand, which I have the honour to sit for, the Bill will be read at the market cross and understood by half. I speak for the farms. A Bill that does not touch the farms is a Bill I can vote for with an easy mind; a Bill that does had better say so. The material provision is this: Charged to the Annual War Appropriation. I ask the House to note it. On a Line measure I say what every member says: the Line holds, and the House holds with it. I support the Bill. [Shame.]

Egon Brenn (Westgau; The Continuity Party): Sir, Westgau has had a hard year. I say that not against the Bill but so that the Minister remembers it when the fees are fixed. The Bill is in order. The Clerk has entered it. The Ministry of Chronology has seen it. I do not see what more the House requires. I read the clause. Passed unanimously, as is customary for measures concerning the Line. On a Line measure I say what every member says: the Line holds, and the House holds with it. I shall not divide the House on it. [The Line!]

The Minister, in reply, said that the points raised were answered in the printed Bill and that the Ministry would consider the rest.

The Speaker: The question is that the Bill do pass. The House does not divide on a Line measure. The members rose in their places. The Bill was passed.

The House adjourned at half past 2 in the afternoon.
