The Speaker: Order. The Minister will move the third reading.

Emil Hallin (Minister of the Interior): I beg to move the third reading of the Bill, and I shall be brief. The Bill gives the towns a duty and an officer to carry it out. The Ministry of the Interior has the forms ready. The printed Bill says it better than I can: Provides 111838 marka for works between Dammberg and Tarnmund. The Bill is in the hands of the House.

Hedwig Ostrand (The Sudmark; The Assembly Union): Mr. Speaker, My constituents in The Sudmark wrote to me about the Bill, all 8 of them, and they were against it until they read it. I ask the House to consider the tradesman who will have to comply with this. He has not been consulted; he has been notified. The material provision is this: Provides 111838 marka for works between Dammberg and Tarnmund. I ask the House to note it. An officer under the Act: the phrase appears in every Bill from the Interior and means a man with a book and a bicycle. I cannot vote for the Bill as it stands and I shall not. [Interruption.]

Lukas Posmann (Kesselhöh; The Workers' Front): Speaker, I sit for Kesselhöh. The clerks there are few and the roads are long, and any officer the Bill appoints will spend a week finding the houses. I ask the Minister a plain question: who pays? The men of the mills pay. The Front will vote as it always votes, for the wage and against the fee. The material provision is this: Provides 111838 marka for works between Dammberg and Tarnmund. I ask the House to note it. Drains, roads and lamps. The House will pass the Bill because the alternative is drains, roads and no lamps. I shall vote against the Bill. [Interruption.]

Willem Brenn (The Capital District; The Continuity Party): Speaker, The Continuity Party supports every measure that keeps the record whole and opposes every measure that does not. This one keeps it whole. Drains, roads and lamps. The House will pass the Bill because the alternative is drains, roads and no lamps. The Capital District has had a hard year. I say that not against the Bill but so that the Minister remembers it when the fees are fixed. I shall vote against the Bill. [Shame.]

Otto Hallin (The Osmoor; The Continuity Party): Speaker, The Bill is in order. The Clerk has entered it. The Ministry of Chronology has seen it. I do not see what more the House requires. The Osmoor has had a hard year. I say that not against the Bill but so that the Minister remembers it when the fees are fixed. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. The material provision is this: Provides 111838 marka for works between Dammberg and Tarnmund. I ask the House to note it. The Bill should pass and I shall vote for it. [Interruption.]

The Minister replied briefly. The fee was as printed; the officer was as printed; the House had the Bill and could read it.

The question being put, a division was called for, and the members went to the lobbies.

The Speaker declared the Ayes to have it and the Bill was passed.

The House then proceeded to the next Order of the Day.
