The Speaker: The question before the House is that the Bill be now read a third time and do pass. I call the Minister.

Klara Kreist (Minister of the Interior): I beg to move the third reading of the Bill, and I shall be brief. The town councils have asked for the Bill by their clerks. The Ministry has drafted it as the councils asked, and shortened it. I ask the House to pass it.

Karl Haleil (The Sudmark; The Reed Party): Mr. Speaker, The land pays for everything in the end. The Reed Party will vote as the land would vote if it could. The Sudmark has had a hard year. I say that not against the Bill but so that the Minister remembers it when the fees are fixed. An officer under the Act: the phrase appears in every Bill from the Interior and means a man with a book and a bicycle. The clause is short and I shall not read it. We shall divide the House. [Interruption.]

Peter Brenn (The Osmoor; The Reed Party): Speaker, I speak for the farms. A Bill that does not touch the farms is a Bill I can vote for with an easy mind; a Bill that does had better say so. I sit for The Osmoor. The clerks there are few and the roads are long, and any officer the Bill appoints will spend a week finding the houses. An officer under the Act: the phrase appears in every Bill from the Interior and means a man with a book and a bicycle. The material provision is this: Provides 242170 marka for works between Grauburg and Sanding. I ask the House to note it. My party will divide the House on the Bill. [The Line!]

Pavel Totenn (Norrfeld; The Reed Party): Mr. Speaker, The Reed Party has read the Bill with the harvest in mind. The harvest is late this year and the causeways are under water in two districts. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. The people of Norrfeld will ask what it costs them, and I should like to be able to tell them. I support the Bill, with the reservation I have stated. [Hear, hear.]

The Minister replied briefly. The fee was as printed; the officer was as printed; the House had the Bill and could read it.
