The Speaker: Order. The Bill before the House is a Line measure. The Minister of War will move it and the House will hear him in the customary silence.

Maria Holt (Minister of War): I beg to move that the Bill be now read a third time and do pass. The Bill is charged to the war estimates and the House will not expect me to say more than that. I read the material clause to the House. Provides 20740 marka for works between Sandfeld and Kessel. The Bill amends The Causeway Maintenance Regulation Act, which the House will remember passing, and amends it in one particular only. I commend the Bill to the House.

Jonas Ilgen (The Capital District; The Reed Party): Speaker, I speak for the farms. A Bill that does not touch the farms is a Bill I can vote for with an easy mind; a Bill that does had better say so. The men on the planking will not read this debate. They will feel the Bill, or not feel it, and that is the only test. In The Capital District, which I have the honour to sit for, the Bill will be read at the market cross and understood by half. I support the third reading. [The Line!]

Paul Zinbeick (Westgau; The Workers' Front): Speaker, I ask the Minister a plain question: who pays? The men of the mills pay. The Front will vote as it always votes, for the wage and against the fee. On a Line measure I say what every member says: the Line holds, and the House holds with it. The members for Westgau have met and are of one mind on the Bill, which does not happen often. I support the third reading. [Shame.]

Ludwig Klannhardt (The Sudmark; The Assembly Union): Mr. Speaker, My constituents in The Sudmark wrote to me about the Bill, all 8 of them, and they were against it until they read it. I ask the House to consider the tradesman who will have to comply with this. He has not been consulted; he has been notified. The clause is short and I shall not read it. On a Line measure I say what every member says: the Line holds, and the House holds with it. The Bill should pass and it will. [Shame.]

The Minister, in reply, said that the points raised were answered in the printed Bill and that the Ministry would consider the rest.

The Speaker: The question is that the Bill do pass. The House does not divide on a Line measure. The members rose in their places. The Bill was passed.
