The Assembly met at half past two. Prayers were read. The Speaker in the Chair. The Clerk read the Order of the Day: the Bill entitled The Reserve Forces Act, third reading.

The Speaker: The Bill concerns the Line. The House will proceed in the customary manner, and I shall take no point of order that does not concern the Line.

Maria Holt (Minister of War): I beg to move the third reading of the Bill, and I shall be brief. The Bill is charged to the war estimates and the House will not expect me to say more than that. The Bill is in the hands of the House.

Leon Rusk (Norrfeld; The Continuity Party): Mr. Speaker, Order and record. That is the whole of my party's programme and I do not apologise for its shortness. On a Line measure I say what every member says: the Line holds, and the House holds with it. In Norrfeld, which I have the honour to sit for, the Bill will be read at the market cross and understood by half. I support the third reading. [The Line!]

Martin Rusk (The Ostrand; The Assembly Union): Mr. Speaker, The Union has no quarrel with the purpose of the Bill; its quarrel is with the fee, and with the officer who will collect it. The men on the planking will not read this debate. They will feel the Bill, or not feel it, and that is the only test. The people of The Ostrand will ask what it costs them, and I should like to be able to tell them. My party will vote for the Bill. [Shame.]

Klaus Bresmel (The Osmoor; The Continuity Party): Speaker, The people of The Osmoor will ask what it costs them, and I should like to be able to tell them. Nothing in the Bill disturbs the record. The Continuity Party asks only that the register be kept as it has always been kept. The material provision is this: Charged to the Annual War Appropriation. I ask the House to note it. The men on the planking will not read this debate. They will feel the Bill, or not feel it, and that is the only test. I shall not divide the House on it.

The Minister, in reply, said that the points raised were answered in the printed Bill and that the Ministry would consider the rest.

The Speaker put the question. There being no dissentient voice, as is customary for measures concerning the Line, the Bill was passed without a division and the members stood.

The House proceeded to other business.
