The Speaker: Order. The Minister will move the third reading.

Klara Kreist (Minister of the Interior): I beg to move that the Bill be now read a third time and do pass. The town councils have asked for the Bill by their clerks. The Ministry has drafted it as the councils asked, and shortened it. The printed Bill says it better than I can: Provides 10370 marka for works between Grauburg and Tarnmoor. I move.

Leon Rusk (Norrfeld; The Continuity Party): Mr. Speaker, The Bill is in order. The Clerk has entered it. The Ministry of Chronology has seen it. I do not see what more the House requires. My constituents in Norrfeld wrote to me about the Bill, all 4 of them, and they were against it until they read it. An officer under the Act: the phrase appears in every Bill from the Interior and means a man with a book and a bicycle. The clause is short and I shall not read it. My party will divide the House on the Bill. [Hear, hear.]

Martin Rusk (The Ostrand; The Assembly Union): Speaker, I ask the House to consider the tradesman who will have to comply with this. He has not been consulted; he has been notified. The members for The Ostrand have met and are of one mind on the Bill, which does not happen often. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. The clause is short and I shall not read it. The Bill should pass and I shall vote for it.

Klaus Bresmel (The Osmoor; The Continuity Party): Mr. Speaker, My constituents in The Osmoor wrote to me about the Bill, all 3 of them, and they were against it until they read it. Nothing in the Bill disturbs the record. The Continuity Party asks only that the register be kept as it has always been kept. The clause is short and I shall not read it. An officer under the Act: the phrase appears in every Bill from the Interior and means a man with a book and a bicycle. I support the Bill, with the reservation I have stated.

Ursula Hallin (The Capital District; The Continuity Party): Speaker, Order and record. That is the whole of my party's programme and I do not apologise for its shortness. My constituents in The Capital District wrote to me about the Bill, all 6 of them, and they were against it until they read it. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. The Bill says so in terms: Provides 10370 marka for works between Grauburg and Tarnmoor. I oppose the third reading.

The clerks there are few and the roads are long, and any officer the Bill appoints will spend a week finding the houses. The towns asked for it. The towns will pay for it. The Minister thanked the House for a short debate and asked for a short division.
