The Speaker: The House will come to order. The Bill stands for its third reading. The Minister.

Klara Kreist (Minister of the Interior): I beg to move the third reading of the Bill, and I shall be brief. The Bill is a Bill about drains, roads and lamps, and I shall not dress it up. The towns need it. The printed Bill says it better than I can: Licences are issued by the Ministry of the Interior for a fee of 30 marka. The Bill is in the hands of the House.

Jonas Ilgen (The Capital District; The Reed Party): Speaker, In The Capital District, which I have the honour to sit for, the Bill will be read at the market cross and understood by half. The Reed Party has read the Bill with the harvest in mind. The harvest is late this year and the causeways are under water in two districts. I have the Bill before me and the House has it before it. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. My party will divide the House on the Bill.

Paul Zinbeick (Westgau; The Workers' Front): Mr. Speaker, I ask the Minister a plain question: who pays? The men of the mills pay. The Front will vote as it always votes, for the wage and against the fee. The people of Westgau will ask what it costs them, and I should like to be able to tell them. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. I have the Bill before me and the House has it before it. I oppose the third reading.

Ludwig Klannhardt (The Sudmark; The Assembly Union): Speaker, Every Bill of this kind adds a form, a fee and a clerk. The Assembly Union would like, once in a session, to pass a Bill that removes one. The members for The Sudmark have met and are of one mind on the Bill, which does not happen often. Drains, roads and lamps. The House will pass the Bill because the alternative is drains, roads and no lamps. The clause is short and I shall not read it. I oppose the third reading.

Monika Wendl (Kesselhöh; The Reed Party): Speaker, The land pays for everything in the end. The Reed Party will vote as the land would vote if it could. The people of Kesselhöh will ask what it costs them, and I should like to be able to tell them. An officer under the Act: the phrase appears in every Bill from the Interior and means a man with a book and a bicycle. The material provision is this: Licences are issued by the Ministry of the Interior for a fee of 30 marka. I ask the House to note it. I support the Bill, with the reservation I have stated.

Kurt Jost (The Capital District; The Workers' Front): Mr. Speaker, There is not a word in the Bill about wages. There never is. I put the word in now, so that it is in the record. Drains, roads and lamps. The House will pass the Bill because the alternative is drains, roads and no lamps. In The Capital District, which I have the honour to sit for, the Bill will be read at the market cross and understood by half. I support the Bill, with the reservation I have stated. [The Line!]

Ursula Zalberg (Norrfeld; The Assembly Union): Speaker, The people of Norrfeld will ask what it costs them, and I should like to be able to tell them. I ask the House to consider the tradesman who will have to comply with this. He has not been consulted; he has been notified. The Bill says so in terms: Licences are issued by the Ministry of the Interior for a fee of 30 marka. Drains, roads and lamps. The House will pass the Bill because the alternative is drains, roads and no lamps. We shall divide the House. [Interruption.]

The Minister thanked the House for a short debate and asked for a short division.

The Speaker: The question is that the Bill be now read a third time and do pass. As many as are of that opinion say Aye. [Ayes.] Of the contrary, No. [Noes.] A division was claimed.

The tellers reported the numbers to the Chair. The Speaker declared the Bill passed.
