The Speaker: The Order of the Day is the third reading of the Bill. The Minister has the floor.

Klara Kreist (Minister of the Interior): I beg to move that the Bill be now read a third time and do pass. The Bill gives the towns a duty and an officer to carry it out. The Ministry of the Interior has the forms ready. I commend the Bill to the House.

Paul Bresmel (The Ostrand; The Assembly Union): Speaker, The members for The Ostrand have met and are of one mind on the Bill, which does not happen often. Every Bill of this kind adds a form, a fee and a clerk. The Assembly Union would like, once in a session, to pass a Bill that removes one. I have the Bill before me and the House has it before it. The towns asked for it. The towns will pay for it. That is the usual arrangement and I do not quarrel with it. We shall divide the House.

Roland Brenn (Westgau; The Workers' Front): Mr. Speaker, Westgau has had a hard year. I say that not against the Bill but so that the Minister remembers it when the fees are fixed. The Front supports the Bill where it helps the families of the Line and opposes it where it charges them. I have the Bill before me and the House has it before it. An officer under the Act: the phrase appears in every Bill from the Interior and means a man with a book and a bicycle. We shall divide the House. [The Line!]

Karin Haubuk (The Osmoor; The Assembly Union): Speaker, The liberty of the subject is a large phrase for a small Bill, but I use it, because the Bill is small and the liberty is not. The Osmoor has had a hard year. I say that not against the Bill but so that the Minister remembers it when the fees are fixed. An officer under the Act: the phrase appears in every Bill from the Interior and means a man with a book and a bicycle. The material provision is this: Licences are issued by the Ministry of the Interior for a fee of 1220 marka. I ask the House to note it. We shall divide the House.

Karl Bruwitz (The Capital District; The Assembly Union): Mr. Speaker, I ask the House to consider the tradesman who will have to comply with this. He has not been consulted; he has been notified. The Capital District has had a hard year. I say that not against the Bill but so that the Minister remembers it when the fees are fixed. Drains, roads and lamps. The House will pass the Bill because the alternative is drains, roads and no lamps. The Bill says so in terms: Licences are issued by the Ministry of the Interior for a fee of 1220 marka. I oppose the third reading. [The Line!]

Andreas Brenn (Norrfeld; The Assembly Union): Speaker, The Union has no quarrel with the purpose of the Bill; its quarrel is with the fee, and with the officer who will collect it. In Norrfeld, which I have the honour to sit for, the Bill will be read at the market cross and understood by half. Drains, roads and lamps. The House will pass the Bill because the alternative is drains, roads and no lamps. The Bill says so in terms: Licences are issued by the Ministry of the Interior for a fee of 1220 marka. The Bill should pass and I shall vote for it. [Interruption.]

My constituents in Westgau wrote to me about the Bill, all 9 of them, and they were against it until they read it. I shall vote against the Bill. [Shame.]

The tellers reported the numbers to the Chair. The Speaker declared the Bill passed.
