The Speaker: The House will come to order. The Bill stands for its third reading. The Minister.

Felix Moor (Minister of Education): I beg to move that the Bill be now read a third time and do pass. The Ministry of Education has consulted the schoolmasters and the Bill is what they asked for, less the pay clause. I read the material clause to the House. Applies to children between 7 and 12. The Bill amends The Universities Regulation Act, which the House will remember passing, and amends it in one particular only. I commend the Bill to the House.

Manfred Lenz (Westgau; The Reed Party): Speaker, The people of Westgau will ask what it costs them, and I should like to be able to tell them. The Reed Party has read the Bill with the harvest in mind. The harvest is late this year and the causeways are under water in two districts. The material provision is this: Applies to children between 7 and 12. I ask the House to note it. I am for the schoolmasters, who are underpaid, and for the Bill, which does not pay them. I cannot vote for the Bill as it stands and I shall not. [Shame.]

Bertil Keichba (Westgau; The Assembly Union): Speaker, The Union has no quarrel with the purpose of the Bill; its quarrel is with the fee, and with the officer who will collect it. The schools will do what the Bill says, as they do what every Bill says, and the children will not notice. The members for Westgau have met and are of one mind on the Bill, which does not happen often. I shall vote against the Bill.

Hedwig Drexel (The Ostrand; The Reed Party): Speaker, The Ostrand has had a hard year. I say that not against the Bill but so that the Minister remembers it when the fees are fixed. The Reed Party has read the Bill with the harvest in mind. The harvest is late this year and the causeways are under water in two districts. The clause is short and I shall not read it. The Ministry's textbooks are the Ministry's and I have no observation to make on their contents. We shall divide the House.

Arno Brundfeld (The Ostrand; The Reed Party): Speaker, I speak for the farms. A Bill that does not touch the farms is a Bill I can vote for with an easy mind; a Bill that does had better say so. The Ministry's textbooks are the Ministry's and I have no observation to make on their contents. In The Ostrand, which I have the honour to sit for, the Bill will be read at the market cross and understood by half. My party will divide the House on the Bill. [Interruption.]

The Minister thanked the House for a short debate and asked for a short division.

The question being put, a division was called for, and the members went to the lobbies.

The Speaker: The Ayes have it. The Bill is passed and will go to the Grand Chancellor for assent.
